Uzbekistan’s Sericulture Sector: Assessment of Value-chain segments, Social and Environment issues, and Investment Needs

  • The Uzbekipaksanoat, in August 2020, commissioned the Westminster International University in Tashkent (WIUT), to carry out an assessment of the Uzbekistan silk value- chain segments. This was part of the agreement between Uzbekipaksanoat and the Food and Agriculture Organisation (FAO) of the UN. The assessment work is assisted by the Silk Association with technical cooperation from the FAO technical officers. A technical proposal and methodological note with clear deliverables were prepared by the WIUT experts and approved by all relevant parties before the start of assessment.
  • The objective of the assignment is to strengthen the competitiveness and investment attraction of the Uzbekistan sericulture sector. The assessment studied the input sourcing, production, processing, and out-put marketing silk value-chain segments; the policy environment, governance, and technical structure; and the gender and environment issues in the sector. Secondary macro data was assembled from the Silk Association. Primary data is collected from the value-chain actors based in Ferghana and Khorezm regions. The team also had a consultative meeting with the association experts focusing on findings and recommendations. More so, the team presented the assessment findings, room for improvement and way-forward at the International Investment Forum for Sericulture organized by the Association together with the FAO on December 3, 2020.
  • Sericulture is an ancient tradition in Uzbekistan, and the country is the third largest producer and exporter of raw silk. The assessment revels that the sector has revitalized as of 2017, with the establishment of the decentralized Association offices and the creation of clusters. The government is providing a mix of incentives and directives to develop the performance of the sector and increase its contribution to the rural economy.
