Advisory Support for a Green and Inclusive COVID-19 recovery in Uzbekistan. Review and assess of COVID 19 recovery measures with greening and inclusivity commitments

  • Advisory Support for Green Recovery. Sponsored by the Organization for Economic Cooperation and Development (OECD).This report reviews the very COVID-19 measures of Uzbekistan between March 2020 and November 2021,assesses their alignment with greening and inclusivity commitments, and identifies gaps. In this regard, the report employs the Global Recovery Observatory Methodology developed by Oxford University Economic Recovery Project, Smith School of Enterprise and the Environment, in partnership with IMF,UNEP, and GIZ (hereafter referred to as Observatory methodology) as described in O'Callaghan et al.(2021).
  • Uzbekistan's COVID-19 measures are evaluated to be pervasively rescue type. Our analyses revealed that only one-fourth share of the reviewed COVID-19 measures are "Clean" measures as they do not harm the atmosphere with GHG emissions. On average, the fiscal interventions of Uzbekistan to fight the hardships of the pandemic are found to be increasing GHG emissions. However, the very measures are evaluated to have positive potential to improve the social and economic situation in the country.
